Individually constructed vehicles (ICV) are vehicles where the body and chassis are new, even though the sub-assemblies and components used may be derived from other production vehicles.
You need approval to build a light ICV.
If you are constructing an ICV with a gross vehicle mass greater than 4,500 kg, you need to contact the National Heavy Vehicle Regulator.

What you'll need
You'll need to provide detailed information regarding all aspects of the vehicle's construction as outlined in Individually constructed vehicles .
You may be required to upload:
- engineering reports and calculations prepared by a light vehicle engineering signatory
- drawings and or photographs of various components or fittings
- other supporting information related to the vehicle's construction.
What happens next
It may take up to 3 weeks from receipt of all the relevant information for Vehicle Standards to review your application and provide advice back to you.
If the proposal is acceptable, Vehicle Standards will issue a Statement of Requirements (SOR). If the proposal is not acceptable you will be advised in writing.
If additional information is required before a SOR can be considered, you will be contacted either by telephone or in writing.
Once the SOR is received by the applicant or the applicant’s representative, a booking for the inspection can be arranged by telephoning the Booking Office 13 10 84 between 8:00 am and 4:30 pm Monday to Friday, except public holidays.
We recommend the person presenting the vehicle arrive at least 15 minutes prior to the allocated time so that the necessary paperwork including the SOR can be checked and the inspection fee, if applicable, can be paid.
If the vehicle fails the inspection, a reinspection at a later date is required. After rectification of all faults, you or your representative may contact the Booking Office and arrange a booking for re-inspection.
When the vehicle passes inspection, it can then be registered.
This application form has been prepared to assist in the assessment of your proposal. It is understood that not all the requested information may be available at this stage.
All one-off new construction passenger vehicles must be built in accordance with the information on the webpage - Individually constructed vehicles.
Evidence of compliance with the information requested in the application and SOR must be prepared by a light vehicle engineering signatory and must be lodged at least 5 working days prior to the inspection of the vehicle.
