Lonsdale Residential amendment

Current status

The Lonsdale Residential Development Plan Amendment (DPA) (6.1 MB PDF) is on public consultation from Thursday, 24 October 2019 to Wednesday, 18 December 2019. The public is encouraged to review the DPA and provide comment on the proposed directions and policy framework.

Purpose of the amendment

The DPA proposes to rezone approximately 12 hectares of vacant land in Lonsdale, located between the SA Water desalination plant (Sigma Road) and residential development in Hallett Cove (Bolingbroke Road), to provide for low to medium density residential development.

With the closure of the oil refinery in 2009 and the subsequent development of the SA Water desalination plant reducing the impacts on the surrounding environment, the land is now able to be considered for residential purposes by rezoning through a Development Plan Amendment process.

In determining the future policy framework for this site, the DPA process has considered a range of noise and air quality investigations into potential nearby sources. The Environment Protection Authority will provide advice during the DPA process.

The DPA will also seek to rezone approximately six hectares of adjacent land owned by the City of Marion from Open Space to Coastal Conservation Zone to affiliate it with the broader Hallett Headland coastal reserve.

Area affected by the amendment

The DPA affects land within the Marion Council Development Plan and Onkaparinga Council Development Plan .

Council Boundary realignment

As the City of Marion and Onkaparinga boundaries bisect the subject land, the landowner has advised the SA Local Government Boundaries Commission of its intention to lodge an application (if and when the rezoning is approved) to realign the Council boundaries so that the entire site is within the City of Marion. This will enable a consistent approach to managing the development and into the future.

This process is separate to the rezoning process and is undertaken via the Local Government Act 1999 and the SA Local Government Boundaries Commission. It will require a separate public consultation process before completion. Nonetheless, the public is invited to consider the matter as part of this DPA process.

3. Ask the Department of Planning, Transport and Infrastructure to provide a copy to you.

Have your say

Consultation on Ministerial DPAs is managed by the South Australian State Planning Commission, an independent statutory body which provides advice to the Minister on planning and development issues.

As part of the consultation process, you may comment on the DPA by making a written submission to the Commission.

How to provide a submission

You can make a written submission up to the closing date, 5.00 pm on Wednesday, 18 December 2019. The following methods are available:

Your submission should clearly indicate whether you wish to be heard at the public meeting. All submissions received are public documents and will be made available for viewing on this page from the closing date until after the public meeting.

Information session

An information/drop-in session will be held on Saturday, 23 November 2019 from 11.00 am to 2.30 pm at the Cove Civic Centre, 1 Ragamuffin Drive, Hallett Cove.

Public meeting

The Commission has scheduled a public meeting on Thursday, 16 January 2020 from 7.30 pm at the Cove Civic Centre, 1 Ragamuffin Drive, Hallett Cove.

This meeting provides an opportunity for anyone to raise any matter not previously discussed in their written submission.
