Current status
The Lot Fourteen (old Royal Adelaide Hospital) Innovation Area Development Plan Amendment (DPA) (6.5 MB PDF) was approved by the Minister for Planning by notice in the South Australian Government Gazette on 30 April 2020.
Purpose of the amendment
The Minister for Planning is proposing to amend the Adelaide (City) Development Plan to rezone the former Royal Adelaide Hospital site at the eastern end of North Terrace to support an exciting and innovative business, education and research precinct that also incorporates tourist accommodation and limited retail facilities. The Zone will also place emphasis on cultural facilities and the retention and adaptation of the state heritage places.
A key characteristic of the proposed policy framework is the relationship of the future development with other nearby precincts including the Universities, East End, Central Business District and the Adelaide Park Lands and Adelaide Botanic Garden. This will translate as an extensive network of public and open spaces that open into the Adelaide Botanic Garden and Adelaide Park Lands and other adjacent areas.
The DPA has been drafted to provide the planning policy framework that will guide the development of the site, in alignment with the core directions of The 30-Year Plan for Greater Adelaide.

The DPA affects land within the Adelaide (City) Development Plan.
Consultation process
Consultation on Ministerial DPAs is managed by the State Planning Commission, an independent statutory body which provides advice to the Minister on planning and development issues.
Information sessions were held at the Old Royal Adelaide Hospital Chapel on 29 October and 2 November 2019.
The period for receiving written public submissions was from 3 October 2019 to 27 November 2019.
A public meeting was held on 11 December 2019 at 7.30 pm.
