Heritage overlays - Planning and Design Code

The Planning and Design Code includes overlays that reveal the different levels of heritage and character.

Place and area overlays

  • State heritage place and area overlays:
    • protects the over 2,300 individual state heritage places
    • protects all 17 state heritage areas
    • provides demolition control
    • includes a referral to the Heritage Minister, who can direct decisions – for example, a refusal to develop or demolish.
  • Local heritage place overlay:
    • protects over 7,200 local heritage places
    • provides demolition control.
  • Heritage adjacency overlay:
    • provides rules to make sure any development next to a state or local heritage place do not affect it
    • includes a referral to the Heritage Minister in cases where development could materially affect a state heritage place.
  • Historic area overlay:
    • protects areas of historic character and includes most of the ‘representative buildings’
    • provides demolition control
    • makes sure historic context can be considered when development is carried out.
  • Character area overlay:
    • protects neighbourhoods and streetscapes of character
    • makes sure historic context can be considered when development is carried out.
