Imported passenger vehicles manufactured prior to January 1989

This information is applicable to manufactured right-hand drive imported passenger vehicles. It specifies the minimum standard of equipment required by the Department for Infrastructure and Transport (DIT) to enable the following categories of vehicles to be eligible for registration.

These vehicles must also have been:

  • Imported in accordance with the requirements of the Commonwealth Motor Vehicle Standards Act 1989
  • The Department of Infrastructure, Transport, Regional Development, Communications and the Arts has issued that vehicle with written import approval.

Vehicles originally manufactured in left-hand drive configuration and vehicles manufactured post-1989 are not covered and persons who wish to register these vehicles are advised to contact Vehicle Standards for further information.

A statement of requirement issued prior to inspection is not required for vehicles covered, however, the vehicle must be presented for a roadworthiness inspection conducted by DIT prior to any registration being issued.

Passenger vehicles

Vehicles built between 1 January 1971 and 31 December 1971

  • Seat belts for all seating positions complying with the intent of Australian Design Rules (ADR) 4.
  • Lap-sash seat belts for outboard positions and lap seat belts for inboard positions and all seat belts to have non-partial engagement type buckles.

Vehicles built between January 1972 and 31 December 1974

  • Seat belts for all seating positions complying with the intent of ADR 4 and 4A for vehicles built after 1 January 1974.
  • Lap-sash seat belts for outboard positions and lap seat belts for inboard positions and all seat belts to have non-partial engagement type buckles.
  • Head restraints for all front outboard seating positions complying with ADR 22.

Vehicles built between 1 January 1975 and 31 December 1975

  • Seat belts for all seating positions complying with the intent of ADR 4B.

Emergency locking retractor (ELR) lap-sash seat belts for front outboard positions, lap-sash seat belts for all rear outboard positions and lap seat belts for inboard positions.

ELR seat belts may be single or dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22A.

Vehicles built between 1 January 1976 and 31 December 1976

  • Seat belts for all seating positions complying with the intent of ADR 4C.

ELR lap-sash seat belts for front outboard positions, lap-sash seat belts for all rear outboard positions and lap seat belts for inboard positions.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22A.
  • Child restraint anchorages for each rear seating position, complying with ADR 34.

Vehicles built between 1 January 1977 and 31 December 1983

  • Seat belts for all seating positions complying with the intent of ADR 4C.

ELR lap-sash seat belts for front outboard positions, lap-sash seat belts for all rear outboard positions and lap seat belts for inboard positions.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22A.
  • Verification of compliance with ADR 29 – Side Door Strength.

Evidence must be in the form of an engineering report from a Light vehicle engineering signatory.

  • Child restraint anchorages for each rear seating position, complying with ADR 34.

Vehicles built between 1 January 1984 and 31 December 1985

  • Seat belts for all seating positions complying with the intent of ADR 4D.

ELR lap-sash seat belts for front and rear outboard positions and lap seat belts for inboard positions.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22A.
  • Verification of compliance with ADR 29 - Side Door Strength.

Evidence must be in the form of an engineering report from a Light vehicle engineering signatory.

  • Child restraint anchorages for each rear seating position, complying with ADR 34A.

Vehicles built between 1 January 1986 and 30 June 1988

  • Seat belts for all seating positions complying with the intent of ADR 4D.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22A.

All vehicles built on or after 1 July 1988

  • Seat belts for all seating positions complying with the intent of ADR 4/00.

ELR lap-sash seat belts for front and rear outboard positions and lap seat belts for inboard positions.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22/00.
  • Verification of compliance with ADR 29/ 00 - Side Door Strength.

Evidence must be in the form of an engineering report from a Light vehicle engineering signatory.

  • Child restraint anchorages for each rear seating position, complying with ADR 5/00.
  • Petrol fuel vehicles - the vehicle must be fitted with a catalytic converter.

Off-road passenger vehicles (4WD)

Vehicles built between 1 January 1971 and 31 December 1973

  • Seat belts for all seating positions complying with the intent of ADR 4.

Lap-sash seat belts for outboard positions and lap seat belts for inboard positions.

Vehicles built between 1 January 1974 and 31 December 1974

  • Seat belts for all seating positions complying with the intent of ADR 4 and 4A for vehicles built after 1 January 1974

Lap-sash seat belts for outboard positions and lap seat belts for inboard positions. If a third row of seats is fitted and the rearmost row is a fully folding seat to enable that area to be changed from occupant to luggage carriage then, at least lap seat belts must be fitted.

  • Head restraints for all front outboard seating positions complying with ADR 22.

Vehicles built between 1 January 1975 and 31 December 1975

  • Seat belts for all seating positions complying with the intent of ADR 4B.

If a third row of all seats are fitted and the rearmost row is a fully folding seat to enable that area to be changed from occupant to luggage carriage then, at least lap seat belts must be fitted.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22/00.
  • Petrol fuel vehicles - the vehicle must be fitted with a catalytic converter.

Vehicles built on or after 1 July 1990

  • Seat belts for all seating positions complying with the intent of ADR 4/00.

ELR lap-sash seat belts for front and lap-sash seat belts for all rear outboard positions and lap seat belts for inboard positions.

If a third row of seats is fitted and the rearmost row is a fully folding seat to enable that area to be changed from occupant to luggage carriage then, at least lap seat belts must be fitted.

ELR seat belts must be dual locking and all seat belts to have non-partial engagement type buckles.

  • Head restraints for all front outboard seating positions complying with ADR 22/00.
  • Child restraint anchorages for any three rear seating positions, complying with ADR 5/00.
  • Petrol fuel vehicles - the vehicle must be fitted with a catalytic converter.

Forward control passenger vehicles - people movers

Vehicles built between 1 January 1971 and 31 December 1974

  • Seat belts for all seating positions complying with the intent of ADR 4.

Lap-sash seat belts for outboard positions and lap seat belts for inboard positions. If a third row of seats is fitted and the rearmost row is a fully folding seat to enable that area to be changed from occupant to luggage carriage then, at least lap seat belts must be fitted.

Vehicles built between 1 January 1975 and 31 December 1975

  • Seat belts for all seating positions complying with the intent of ADR 4B.

ELR lap-sash seat belts for front outboard positions, lap-sash seat belts for all rear outboard positions and lap seat belts for inboard positions. If a third row of seats is fitted and the rearmost row is a fully folding seat to enable that area to be changed from occupant to luggage carriage then, at least lap seat belts must be fitted.

  • Head restraints for all front outboard seating positions complying with ADR 22/00.
  • Child restraint anchorages for each rear seating position, complying with ADR 5/00.
  • Petrol fuel vehicles - the vehicle must be fitted with a catalytic converter.

General conditions

  • That the vehicle complies with the requirements of the Road Traffic Act 1961 and associated Rules and Regulations.
  • The vehicle is presented in a roadworthy condition.
  • The vehicle lighting is in accordance with the requirements of the Road Traffic (Light Vehicle Standards) Rules 2018.
  • On post-1974 vehicles, the engine must remain standard and retain its original induction system.
  • Vehicles manufactured prior to 1 July 1973 must be fitted with yellow or red rear indicator lamps and white or amber front indicator lamps.
  • Vehicles manufactured after 1 July 1973 must be fitted with white or yellow front and yellow rear indicator lamps.
  • Passenger cars and their derivatives manufactured July 1989 and later must be fitted with a centre-high mounted stop lamp complying with Australian Design Rule 60/00 – Centre High Mounted Stop Lamp.
  • If provision exists for rear seating in the vehicle, then the correct number of seat belts and child restraint anchorages, if applicable, must be fitted and the vehicle registered with the correct seating capacity.
  • All vehicles manufactured October 1991 and later must be fitted with lighting that is in accordance with the requirements of Australian Design Rules 1/. 6/.. 13/.. 45/.. 46/.. 47/.. 48/.. 49/.. 51/.. 52/.. and 60/.. as applicable.
  • The engine fitted must retain the original equipment induction system ie carburettor, inlet manifold, camshaft, air cleaner, ECU and fuel injection system.
  • All emission control equipment and associated plumbing originally fitted to the engine must be retained and operational.
  • The fitting of turbo timers, non-OEM blow-off valves and mechanisms to vary turbocharger boost pressure are not acceptable.
