Bookmaker and agent licences
You must be licensed by Consumer and Business Services to work as a:
- agent (working for or on behalf of a bookmaker).
Bookmakers' agents need to be licensed if they are not under direction or supervision of a bookmaker, for example if they attend a race meeting on behalf of a bookmaker, or are located in a different area of the race course to the bookmaker.
Bookmakers' agents do not need be licensed if they are working under the direction and supervision of a licensed bookmaker at all times.
Who can apply
You must be suitable to hold a licence. When considering applications, the Liquor and Gambling Commissioner will take into account your:
- financial resources
- criminal history
- business history.
What you'll need
Before you can submit your application you will need:
- two current passport size photos
- Personal Information Declaration (PID) form (PDF 133KB)
- a deed of undertaking form (bookmakers only) (PDF 120KB)
- the application fee.

What happens next
If you have never been approved as a bookmaker before you will need to attend an interview at Consumer and Business Services.
We will contact you with an interview time, which will be around six to eight weeks after we have received your application.
If your licence is approved we will post your licence and photo ID badge to you. You must wear your ID badge whenever you are operating as a bookmaker or agent.
All bookmakers need to lodge a bond with CBS.
Licences must be renewed annually, with payment of the appropriate fee.
