Privacy statement - ID Scan app
This privacy statement outlines the policies regarding the privacy and security of information collected through the ID Scan app.
Purpose of the ID Scan app
The ID Scan app is only available for use by liquor licensees who sell takeaway liquor at bottle shops and who are required to collect customer information for the purpose of:
- checking whether a customer resides in an area defined as a ‘prescribed land’ on the liquor licence and therefore cannot purchase liquor; and
- recording a purchase of restricted quantities of liquor to monitor a customer’s daily limits
in accordance with the conditions of their liquor licence imposed under the Liquor Licensing Act 1997 (SA).
Definitions
In this privacy statement:
- “licence”, “licensee”, “licensed person”, “licensed premises”, “liquor” each has the meaning given in the Liquor Licensing Act 1997;
- “customer” means a person who wishes to purchase liquor from a licensee;
- “document number” means:
- for a driver’s licence, a driver’s licence number; and
- for a proof-of-age card, a proof-of-age card number;
- “prescribed lands” means the suburbs listed as prescribed lands in the licensee’s liquor licence, meaning that the licensee is not permitted to sell liquor to persons who reside in the listed suburbs;
- “restricted category” means a category of liquor to which daily purchase limits apply, as set out in the licensee’s liquor licence.
Collection of customer information
The ID Scan app collects personal information from customers who wish to purchase liquor from a licensee and presents their identification (e.g. driver’s licence, proof of age card) to an authorised staff member of the licensee. The app can be used with the device’s camera to scan the identification and extract the relevant details, or a staff member can copy the details by manually entering them into the app.
No image is captured as part of the scanning process.
The following personal details may be collected by the ID Scan app:
- Full name
- Date of Birth
- Address
- Document number (Driver’s licence number or Proof of Age Card number)
The ID Scan app will compare the suburb of the address collected with those listed as ‘prescribed lands’ on the venue’s liquor licence to determine if a customer is allowed to purchase alcohol from the licenced venue.
If the customer is allowed to purchase alcohol and purchases any alcohol listed in a ‘restricted category’ in accordance with the conditions of the licence, the ID Scan app may also collect the following information:
- Date and time of the purchase
- Venue of the purchase
- Amount and type of alcohol purchased.
Storage of customer information
No personal information will be saved on the device using the ID Scan app. Any information saved by the ID Scan app will be securely stored by the South Australian Government (Department of the Premier and Cabinet) and is not accessible by the licensee.
The information stored by the South Australian Government may include:
- Document number
- Date and time of the purchase
- Venue of the purchase
- Amount and type of alcohol purchased.
This information is stored for the purpose of monitoring the purchasing of liquor by the customer during a calendar day period, as described below under the heading “Sharing of customer information”.
This information will be stored for no longer than 24 hours.
Sharing of customer information
If the customer presents at the same or another bottle shop within the same region and attempts to purchase alcohol within the same calendar day, their personal details will be collected by the ID Scan app again.
The document number collected will be used to retrieve information about relevant purchases made by the customer from that same calendar day (e.g. 12.00am to 11.59pm).
This may include:
- Document number
- Date and time of the purchase
- Venue of the purchase
- Amount and type of alcohol purchased.
This information can be used by the licensee to restrict the sale of further alcohol in accordance with the licence conditions imposed on the licensee under the Liquor Licensing Act 1997.
This section only relates to information regarding purchases made on the same day; information regarding purchases made on a different (previous) day is deleted at the end of the calendar day.
Collection and storage of staff information
In order to log into the ID Scan app, a licensee’s staff member must enter a mobile phone number for a device that they can access. This number will be compared to a list of whitelisted (approved) numbers provided by liquor licensees and securely stored by the South Australian Government.
If the number entered matches a whitelisted number, a text message will be sent to that number with a unique code that can copied into the ID Scan app to complete the log in.
The mobile number entered by the staff member will be stored temporarily by the ID Scan app in order to be used as a prompt upon the next log in. Once another mobile number is used to log in, the previous number will be deleted.
The mobile number entered by the staff member will be added to each purchase record securely stored by the South Australian Government. This is to enable monitoring and auditing of the app to ensure its use by authorised persons only. This information is not accessible by the licensee.
This information will be stored in accordance with the Liquor Licensing Act 1997 for no longer than 24 hours.
