Development Assessment Commission

The Development Assessment Commission (DAC) is an independent statutory body established under South Australia's Development Act 1993

Its role is to:

  • assess and determine development applications, pursuant to Schedule 10 of the Development Regulations 2008
  • act as the concurring authority for non-complying applications approved by a council or regional assessment panel
  • assess and report on crown development and public infrastructure applications to the Minister for Planning
  • assist in the initial stages of proposals being assessed under the major development provisions of the Act
  • act as the lodgement authority for all land division applications
  • provide advice to the Minister.

Building Rules Assessment Commission 

The Building Rules Assessment Commission (BRAC) is a peer referral group established by DAC under regulation 107(5) of the Development Regulations 2008.

Its role is to:

  • consider matters referred to it under the Development Act 1993; and
  • administer as appropriate any delegated functions of the DAC; and
  • report to the DAC on such matters determined by the Minister or referred by the DAC.

An application can be lodged with the BRAC for concurrence or an opinion.

Development Policy Advisory Committee

The Development Policy Advisory Committee (DPAC) is a statutory body established under South Australia's Development Act 1993.

It provides independent advice to the Minister for Planning on:

  • planning and development
  • design and construction of buildings
  • administration of the Act
  • policies that govern the administration of the Act
  • proposals to make regulations under the Act or to make amendments to the Act
  • proposals to amend local area development plans
  • other assigned functions.

Building Advisory Committee

The Building Advisory Committee (BAC) is established by the DPAC under regulation 107(1) (a) of the Development Regulations 2008.

It reports to the DPAC on:

  • administration of the Development Act 1993 in regard to design, construction and maintenance of buildings
  • the adequacy and application of the building rules
  • items determined by the Minister or referred to the committee by DPAC.

Local Heritage Advisory Committee

The Local Heritage Advisory Committee is a subcommittee of DPAC. 

It provides information to the Minister for Planning on:

  • specific advice regarding proposed amendments to local area development plans that relate to local heritage
  • assessment of objections made against the designation of a property as a local heritage place, where the owner has lodged a formal response to the council
  • other matters determined by the Minister or referred to the committee by DPAC.
