Kilburn Blair Athol Urban Renewal (Stage 1) amendment

Current status

The Kilburn and Blair Athol Urban Renewal amendment (12.9 MB PDF) was on public consultation from Thursday 1 December 2016 to Wednesday 1 February 2017.

Purpose of the amendment

The DPA seeks to unlock residential and mixed use growth opportunities in Kilburn and Blair Athol by proposing the introduction of a new Urban Renewal Zone.  The Zone proposes operate hand in hand with the implementation of a new Mixed Use Transition Policy Area that contains a flexible policy  basis for the long term transition of existing industrial activities to mixed use development, including residential development.

The overall approach is to provide a planning framework that is flexible enough to allow for mixed forms of medium density residential development and other uses including commercial and retail activities.  As well as a framework that is responsive to changing interface and environmental impact  matters, as existing industries change operations or move, and new employment opportunities are explored in the locality.

The main policy changes proposed are as follows:

  • introduce a new Urban Renewal Zone that will unlock infill, residential and mixed use growth opportunities in Kilburn and Blair Athol  
  • deliver a policy framework that that is flexible enough to allow for mixed forms of medium density residential development and other uses including commercial and retail activities.  
  • also deliver a policy framework that is responsive to changing interface and environmental impact matters, as existing industries change operations or move, and new employment opportunities are explored in the locality  
  • implement a new Mixed Use Transition Policy Area containing a flexible policy basis for the transition of land uses, in this case, existing industrial uses to mixed use development, including complementary employment and commercial opportunities as well as residential development.  

Background

The urban renewal and revitalisation of Kilburn and Blair Athol is a clear imperative of government to explore infill, housing development and employment opportunities, within metropolitan Adelaide as part of the recently released draft update to The 30-Year Plan for Greater Adelaide.

The intent is that this new Urban Renewal Zone will attract development opportunities both short and long term to improve the services, infrastructure and urban setting for the future communities of these areas.

Consultation process

Consultation on Ministerial DPAs is conducted by the Development Policy Advisory Committee (DPAC), an independent statutory committee which provides advice to the Minister for Planning.

Public consultation for this amendment closed on 1 February 2017 and a public meeting was held on 14 February 2017.
