An overview

The Community Care Common Standards and a single quality reporting process were introduced on 1 March 2011. These replace previous standards and helps streamline administrative arrangements across community aged care programs and jurisdictions.

The Common Standards apply to: 
  • The Home and Community Care (HACC) Program 
  • Packaged care programs [Community Aged Care packages (CACP), Extended Aged Care at Home (EACH) and Extended Aged Care at Home Dementia (EACH-D)] 
  • The National Respite for Carers program (NRCP)
The Common Standards provide: 
  • agencies with a common reference point for internal quality controls and outline expected outcomes for service users 
  • consistency in quality reporting for agencies across community care programs in Australia 
  • a simplified and focussed Standards framework based on contemporary quality approaches 
  • the opportunity for joint reviews, where possible, across programs using common tools.

There are three Common Standards aligned to community care business processes:

  1. Standard 1: Effective Management
  2. Standard 2: Appropriate Access and Service Delivery
  3. Standard 3: Service User Rights and Responsibilities  

Underpinning these three Common Standards are 18 expected outcomes outlined in the Community Care Common Standards Framework (PDF 61KB).

    The quality review process

    The quality review process is generally a 20-week process and includes:

    • Notification of the quality review 
    • A self assessment completed by the funded organisation 
    • An on-site visit 
    • Provision of a quality review report 
    • Development of an improvement plan 
    • Annual submission or review of the improvement plan.

    Quality Management Services (QMS) has been engaged by Disability, Ageing and Carers to conduct quality reviews for HACC funded agencies in South Australia.

    If the agency is funded for both packaged care or NRCP and HACC, there will, where possible, be a combined review with quality reviewers from the Department of Health and Ageing (DoHA) and QMS. DoHA and OFTA will coordinate and plan these joint visits and contact the agency about requirements.
