Background

From 1 July 2011, the Commonwealth assumed responsibility for funding aged care, including Home and Community Care (HACC) services for older people, under the National Health and Hospitals Network Agreement. States are responsible for services for younger people aged under 65 years of age (under 50 years of age for Aboriginal and Torres Strait Islander people).

The Department for Families and Communities, through Disability, Ageing and Carers (DAC), is conducting a survey to gain a better understanding of the reasons why younger people require HACC services.

DAC has developed the survey in collaboration with the DFC Research Unit. Seven service providers, representing a diverse range of organisations, have piloted the survey.

Why is the survey being conducted?

The primary aim of the survey is to identify the main conditions that lead to younger clients needing HACC services and support.

The survey will also gather details on the severity and duration of conditions and other contributing factors for requiring HACC services.

Building the evidence base

DAC is also undertaking a desktop data analysis to complement the survey results. This analysis will improve our understanding of the patterns of service provision by age group for people (and their carers) who receive only HACC services as well as recipients of both HACC and disability services.

The survey results will help to inform future service design of basic community care services for non-Aboriginal people aged less than 65 years (and Aboriginal people aged less than 50 years).

Survey participants

DAC has asked selected main HACC service providers who provided services to at least one younger person from the selected sample population to contribute.

The sample comprises a total of 1,250 client records, randomly selected from the HACC Minimum Data Set 2009-10. The sample includes 1,000 non-Aboriginal people aged less than 65 years and 250 Aboriginal people aged less than 50 years.

Survey results

DAC will cross-reference survey results with the HACC Minimum Data Set to develop a comprehensive picture of younger people and their HACC service use.

Taking the survey

The survey is to be completed by the person's main HACC service provider, who has been formally invited to complete the survey.

Each invited service provider has been provided with statistical linkage key (SLK) identifiers for each client record. The survey is to be completed for each client record and will take approximately ten minutes to complete per record.

To complete the survey you will need to type a 'security token'. The security token is one of the SLK identifiers provided to each invited service provider.

If you are unable to complete the online version, a print-friendly version (PDF 91KB) (Word 306KB) is available.  You will still need the security token to complete this.

Please note, once you have completed and submitted the online survey, you will not be able to re-enter the survey using the same SLK.
