Need for the amendment
Context
The Statewide Wind Farms DPA is one of a number of initiatives currently being explored by the South Australian Government. Additionally, RenewablesSA is undertaking parallel consultation on two maters not directly part of this DPA:
- the creation of a wind farm notification regime and
- land division associated with wind farm developments.

Purpose of this DPA
The purpose of this DPA is to review land use policy applying to wind farms.
The State Government wants to provide greater certainty to communities and investors around renewable energy development.
One of the options available is to review the current planning policies relating to wind generated, renewable energy facilities in development plans across the state to ensure they are consistent and clear in intent, helping to achieve the renewable energy development.

Proposed Changes
The DPA is proposing to amend current policies at the council-wide level in relation to renewable energy facilities, in particular wind farms.
It will also introduce both new and amended policies for wind farms and ancillary development, at the general (council-wide) level and in certain zones where such facilities are more appropriate and therefore more likely to be located.
The policies in the DPA will be aimed at providing greater clarity for the development of wind farm facilities, by recognising them as an envisaged form of development in some zones of relatively low population densities. The policy will recognise that wind farms may need to be located in prominent locations to take advantage of the wind required for effective operations.
Interim operation
The DPA commenced on interim operation on 19 October 2011 for 12 months. This means that the policies being proposed as part of the public consultation will apply during the consultation period and for up to 12 months or until the minister decides the DPA. Interim operation is used when the Minister for Urban Development, Planning and the City of Adelaide considers it is necessary in the interests of orderly and proper development.

Consultation process
The consultation process for ministerial DPAs is conducted by the Development Policy Advisory Committee (DPAC), which provides advice to the minister on planning and development issues.
Public submissions period: 19 October 2011 to 13 December 2011.
Public meeting
Public meetings will be scheduled to occur:
- 7.00 pm on Tuesday 17 January 2012, Glen Roy Room, Mercure Grosvenor, 125 North Terrace, Adelaide
- 7.00 pm on Tuesday 24 January 2012, Naracoorte Town Hall, 95 Smith Street, Naracoorte
- 7.00 pm on Tuesday 31 January 2012, Port Wakefield Soldiers Memorial Hall, Edwards Street, Port Wakefield
- 7.00 pm on Thursday 2 February 2012, Peterborough Town Hall, 108 Main Street, Peterborough.
Submissions
The deadline for written submissions was 13 December 2011.
Submissions are available for viewing on this webpage and at the offices of the Department of Planning, Transport and Infrastructure, Level 5, 136 North Terrace, Adelaide.

After the consultation process
The Development Policy Advisory Committee considers the matters raised in submissions and representations at any public meeting and provides advice for the Minister. The Minister then considers whether to:
- approve the draft DPA
- make amendments to the draft DPA and approve the DPA as amended
- decline to approve the DPA.
Alterations following gazettal
Following the gazettal of the decision and formal operation of the amendment, the Environment, Resources and Development Committee of Parliament reviews the approved amendment and may request the Minister to consider alterations. Any subsequent alterations will be notified in the Government Gazette and made to the relevant development plans.
