Overview

Any person or company carrying on business or holding themselves out as a plumber, gas fitter or electrician, must be licensed as a contractor under the Plumbers, Gas Fitters and Electricians Act 1995.

If a business operates as a partnership then each partner must hold their own licence.

You are considered to be a plumbing contractor, a gas fitting contractor or an electrical contractor if you carry on business - including sub-contracting - doing work defined under the legislation.

Examples of such work are installing water heaters, stoves, or fire protection sprinklers, domestic plumbing work, industrial gas fitting work and electrical installations.

Are you a worker?

Any person - including a builder - who personally carries out plumbing, gas fitting or electrical work, including work on their own home, or for family and friends, must hold the appropriate worker's registration.

This includes apprentices and other people undertaking training as part of an on-the-job training contract with their employer.

When a licence is not needed

You are not required to hold a plumbing, gas fitting or electrical contractor's licence if you are:

  • conducting a business as a builder, building contractor or architect - other types of licences or registrations must be held to undertake these occupations - or
  • conducting another business, the main purpose of which is the construction, installation, alteration, repair or maintenance of a building, structure, plant or equipment.

These two exemptions are subject to the condition that any plumbing, gas fitting or electrical work under your contract is performed by a person who is properly licensed and registered under the Act to do so.

Apply for a licence

If you have never held a licence or registration, or if it has lapsed, you need to apply for a new one.

You can apply by answering a series of questions verbally, either over the phone or in person, at Consumer and Business Services (CBS) - phone 131 882. Staff will complete the application form and forward it to you for checking and signing.

You will need to lodge your application with the specified fees and supporting documents. CBS then assesses your application to see if you have met all the necessary criteria.
