A licence is required for a vehicle if the vehicle is used to transport:

A licence is not required, when the dangerous goods are transported in intermediate bulk containers (IBCs) that are not packed or unpacked on the vehicle and the toatal capacity of IBCs containing dangerous goods on the vehicle is not more than 3,000 litres.

The Dangerous Substances Act 1979 and the Dangerous Substances Regulations 2002 regulate the keeping, handling, transporting, conveyancing, use and disposal, and quality of all dangerous substances.
